Monitoring, Evaluation and Learning (MEL) Expert

About the role

The Monitoring, Evaluation and Learning (MEL) Expert will support NTU International in designing, implementing and continuously improving the MEL framework for the Africa‑EU Space Partnership Programme (AESPP Boost). The role focuses on establishing robust monitoring systems, evaluating programme outcomes and fostering learning to enhance the sustainability of African space ecosystems.

Key responsibilities

• Develop and refine the programme’s MEL framework, including indicators, baselines and data collection protocols.
• Lead data gathering, evidence consolidation and impact assessment activities across multiple partners.
• Produce regular monitoring reports and support donor‑reporting requirements, especially for EU‑funded components.
• Collaborate with project teams, stakeholders and partners to ensure data quality and relevance.
• Identify lessons learned and best practices to inform programme adjustments and future initiatives.

Required profile

• Master’s degree in evaluation, statistics, data science, development economics, social sciences or a related field (or equivalent professional experience).
• Minimum 8 years of professional experience in monitoring and evaluation, results‑based management or applied data analysis.
• At least 4 years of experience designing or operating MEL frameworks for donor‑funded or multi‑partner programmes.
• Demonstrated experience with EU‑funded programmes and work in Africa is an asset.
• Excellent command of English; working knowledge of French or Portuguese considered a plus.
