Programme Specialist – Resource Mobilization & Coordination

About the role

The Programme Specialist (P3) will be based in Lomé, Togo, reporting to the UNFPA Representative and supporting programme coordination, resource mobilisation and donor reporting for the Country Office.

Key responsibilities

• Coordinate inputs for the implementation and regular updating of the Country Office resource mobilisation strategy and annual action plans.
• Track potential donors, emerging funding opportunities, funding gaps and co‑financing possibilities.
• Support the preparation of concept notes, funding proposals, expressions of interest and donor applications, ensuring technical soundness and compliance.
• Prepare briefing notes, talking points, presentations and donor profiles for senior management engagements.
• Maintain liaison with UNFPA Regional Office, Headquarters and corporate units on funding opportunities and reporting guidelines.
• Establish and manage a centralized calendar for donor reports, consolidating inputs from programme, M&E, finance and operations teams to ensure timely, high‑quality submissions.
• Support the Representative in mobilising resources, advising on project shortfalls and contributing to the humanitarian‑development‑peace nexus.
• Monitor political, economic and development trends affecting UNFPA’s funding environment in Togo.

Required profile

• Proven experience in programme coordination, resource mobilisation and donor relations, preferably within the UN system or international development.
• Strong analytical and writing skills for preparing proposals, reports, briefing notes and advocacy materials.
• Ability to work closely with programme, M&E, finance and operations teams and manage multiple priorities.
• Experience engaging with bilateral and multilateral donors, UN agencies and development partners.
• Knowledge of donor compliance requirements, reporting guidelines and innovative financing mechanisms.
