About the role

The client seeks a Clean Cooking Expert to lead the design, structuring, and operational rollout of a national clean‑cooking programme within a government‑led energy‑transition portfolio in Togo. The role translates programme priorities into a practical delivery plan, credible financing arrangements, and coordinated market‑development activities.

Key responsibilities

• Lead the design and rollout of the national clean‑cooking programme, delivering a detailed Clean Cooking Compact Delivery Plan.
• Develop and strengthen technical standards, quality‑assurance approaches, and programme documentation for priority clean‑cooking solutions.
• Structure financing, subsidy, and carbon‑finance mechanisms to support scalable adoption.
• Coordinate public, private, technical, and financial stakeholders, supporting market‑development, communications, and behaviour‑change activities.
• Establish programme monitoring tools, provide monthly progress reports, and deliver a final completion report.

Required profile

• Master’s degree or equivalent five‑year post‑secondary qualification in energy, environment, sustainable development, process engineering, or related field.
• At least 7 years of experience in clean cooking, household energy, or energy access, with proven delivery of improved‑cookstove, biogas, LPG, electric‑cooking, or solar‑cooking initiatives.
• Experience engaging technical and financial partners, preferably multilateral development institutions or development‑finance actors.
• Professional fluency in English; French strongly preferred for stakeholder engagement in Togo.

Required skills

• Working knowledge of clean‑cooking technical standards and testing frameworks (ISO, stove‑testing, quality‑assurance).
• Ability to develop practical financing, subsidy, carbon‑finance, monitoring, and market‑development arrangements.
• Experience designing awareness or behaviour‑change activities that support sustained adoption.
