Procurement Specialist – Energy Sector Programs

About the role

The Procurement Specialist will support planning, coordination and implementation of procurement activities for energy‑sector and energy‑access programmes in Togo. The role ensures that procurement processes are efficient, transparent and compliant with applicable procedures and donor requirements.

Key responsibilities

• Support the preparation and implementation of procurement plans.
• Prepare and review procurement documentation, including requests for quotations, tender documents and evaluation reports.
• Coordinate procurement processes for goods, works and consulting services.
• Support bid and proposal evaluations and prepare procurement recommendations.
• Maintain accurate procurement records, monitor timelines and follow up on outstanding actions.
• Liaise with suppliers, consultants, contractors, government institutions and project stakeholders.
• Support contract award, administration and supplier performance monitoring.
• Identify procurement risks, delays or compliance issues and recommend corrective actions.

Required profile

• Relevant qualification in procurement, supply chain, business administration, finance, engineering or a related field.
• Previous procurement experience, preferably within infrastructure, energy, utilities or development programmes.
• Experience managing procurement documentation, tendering and evaluation processes.
• Good understanding of procurement procedures, compliance and contract administration.
• Experience working on donor‑funded or development‑finance projects.
