Procurement Specialist for Government Energy Transition in Togo

About the role

The client seeks a Procurement Expert to lead compliant, timely, and transparent procurement across a government‑led energy‑transition portfolio in Togo, supporting the national compact implementation.

Key responsibilities

• Lead end‑to‑end procurement planning and execution for goods, works, services and consulting assignments, prioritising national compact requirements.
• Prepare, update and monitor procurement plans and dashboards, ensuring early identification of bottlenecks.
• Prepare and quality‑assure bidding documents, contracts, evaluation reports and no‑objection submissions.
• Manage transparent competitive processes, supplier consultations, evaluation, negotiation, selection, contracting and contract‑performance follow‑up in line with applicable rules.
• Strengthen procurement capacity, resolve risks and bottlenecks with stakeholders, provide monthly progress reporting and deliver a final completion report.

Required profile

• Master’s degree (Bac+5) in management, business law, public procurement, economics or related discipline.
• At least 8 years of public‑procurement experience, including assignments financed by multilateral partners.
• Demonstrated experience managing procurement for multi‑donor infrastructure, energy or development portfolios.
• Knowledge of the Togo Public Procurement Code and donor procurement guidelines.
• Professional fluency in English; French strongly preferred.

Required skills

• Hands‑on command of World Bank IPF procurement regulations.
• Familiarity with African Development Bank procedures.
• Experience using the World Bank STEP system.
