Manager, Port Community System Digital Integration

About the role

The Tony Blair Institute for Global Change is seeking a Manager to lead the design and implementation of a Port Community System (PCS) for the Government of Togo. This role will support the digital transformation agenda aimed at modernising public administration and strengthening the country’s logistics hub.

Key responsibilities

• Lead the development of an integrated PCS platform to streamline data exchange among port authorities, customs, shipping lines, freight forwarders and logistics operators.
• Coordinate across multiple government ministries, private stakeholders and international partners to ensure alignment and timely delivery.
• Integrate existing public and private systems into a unified digital solution, overseeing technical architecture and data standards.
• Manage project timelines, budgets and reporting, providing regular updates to senior officials.
• Facilitate capacity building and knowledge transfer to local teams for sustainable operation.

Required profile

• Proven experience managing large‑scale digital integration projects, preferably in the transport or logistics sector.
• Strong understanding of port operations, customs procedures and trade logistics.
• Demonstrated ability to work with government agencies and multi‑stakeholder environments.
• Excellent communication and stakeholder management skills.
