Manager, Cyber Security

About the role

The Tony Blair Institute for Global Change is partnering with the Government of Togo to strengthen the country’s cyber‑security posture as part of a wider digital transformation. The Manager, Cyber Security will lead the design and implementation of the Africa Cyber Hub (ACH), a regional centre of excellence aimed at enhancing cyber‑resilience and governance for both public and private stakeholders.

Key responsibilities

• Support the development and operationalisation of the Africa Cyber Hub to deliver tailored cyber‑security services across the region.
• Collaborate with Togo’s national cybersecurity strategy, agencies and regional partners to improve coordination and response to cyber threats.
• Guide the creation of policies, standards and frameworks that protect digital services in education, finance, connectivity and industry.
• Provide technical and strategic advice to government officials and private sector actors on risk mitigation and incident handling.
• Monitor emerging cyber threats and recommend appropriate safeguards to ensure a secure digital environment.

Required profile

• Proven experience in managing cyber‑security programmes, preferably in a governmental or multi‑national context.
• Strong understanding of digital transformation initiatives and the associated security challenges.
• Ability to work with diverse stakeholders across different cultures and languages.
• Fluent English; CV must be submitted in English.
