Manager, Strategic Projects – Program Management Office

About the role

The Ministry of Public Service Efficiency and Digital Transformation (MESPTN) in Togo, in partnership with the Tony Blair Institute for Global Change, is seeking a Manager of Strategic Projects. You will design, operationalise and lead a centralised project portfolio management function that supports high‑impact public‑sector reform and digital transformation initiatives.

Key responsibilities

• Establish and manage a centralized portfolio management office to oversee multiple strategic projects across ministries and agencies.
• Ensure projects are delivered on time, within scope and to the highest governance standards.
• Coordinate cross‑functional teams, technical and financial partners, and monitor performance, risk and accountability.
• Strengthen execution discipline and provide oversight to improve delivery rigor.
• Develop reporting mechanisms and governance frameworks for portfolio oversight.

Required profile

• Proven experience in managing complex project portfolios, preferably in the public sector or digital transformation context.
• Strong ability to work with multiple ministries, implementing agencies and external partners.
• Excellent coordination, analytical and stakeholder‑engagement skills.
• Demonstrated commitment to delivering results in challenging environments.
