Policy and Advocacy Lead – CARAVAN Project

About the role

The Policy and Advocacy Lead is a senior technical position based at CARE’s PEER office in Lomé, Togo. The role leads the design and implementation of the CARAVAN project, which aims to create a supportive policy and regulatory environment for transhumance, livestock trade and the movement of quality inputs across the Central Corridor of West Africa and the Sahel.

Key responsibilities

• Lead the overall design, implementation and monitoring of the CARAVAN project.
• Conduct political‑economy analysis and stakeholder mapping of key national and regional actors in seven intervention countries.
• Translate community‑level evidence into concrete advocacy actions and policy recommendations.
• Facilitate adaptive policy dialogue with regional bodies such as AGRHYMET, CILSS, ECOWAS and national governments.
• Manage the project’s learning programme and ensure knowledge sharing across stakeholders.

Required profile

• Senior‑level experience in policy analysis, advocacy or related fields.
• Demonstrated ability to work with multi‑stakeholder platforms and regional institutions.
• Strong understanding of pastoral and agropastoral systems in West Africa.
• Fluency in both French and English.
• Proven track record of producing evidence‑based policy recommendations.
