Project Director – CARAVAN Program

About the role

The Project Director will lead the CARAVAN programme, a cross‑border initiative aimed at strengthening the resilience of pastoral and agro‑pastoral households across seven West African countries. Based at the Regional Hub for Expertise and Exchange in Lomé, the role combines strategic vision, programme coordination and operational management.

Key responsibilities

• Provide overall strategic leadership for the CARAVAN programme, ensuring alignment with its theory of change and core priorities.
• Coordinate a consortium of international NGOs (CARE, ACF France, ACF Spain, APESS) and five national partners, overseeing coherence of interventions and quality of implementation.
• Represent the project to the European Commission, the primary funder, and chair the Steering Committee responsible for strategic direction and performance monitoring.
• Adapt programme priorities to evolving political, security and environmental contexts, ensuring integration of gender, youth and resilience themes.
• Oversee the launch phase, secure strong stakeholder engagement and manage adaptive management processes.

Required profile

• Proven experience leading multi‑country humanitarian or development programmes, preferably in West Africa.
• Demonstrated ability to manage complex consortia and engage high‑level donors and partners.
• Fluent in French and English, both written and spoken.
• Strong understanding of pastoral and agro‑pastoral livelihoods, gender and youth inclusion, and resilience building.
