Monitoring, Evaluation, Accountability and Learning Lead

About the role

The Monitoring, Evaluation, Accountability and Learning (MEAL) Lead is a senior technical position based in CARE’s PEER office in Lomé, Togo. The role oversees the design, implementation and continuous improvement of the project’s integrated MEAL system, ensuring high‑quality, sex‑ and age‑disaggregated data flow from community platforms to field offices and headquarters.

Key responsibilities

• Design, manage and refine the project’s MEAL framework, including data collection, analysis and reporting.
• Ensure reliable transmission of sex‑ and age‑disaggregated data from community facilitators and value‑chain actor platforms.
• Lead the implementation of CARE’s social accountability framework and community dashboard methodology across the consortium.
• Coordinate and supervise external consultants conducting baseline, mid‑term and final evaluations.
• Collaborate with the Policy and Advocacy Officer to translate MEAL findings into evidence‑based policy dialogue and learning.
• Facilitate knowledge exchange with AGRHYMET, CILSS and national multi‑stakeholder platforms.

Required profile

• Senior professional with extensive experience in monitoring, evaluation, accountability and learning within humanitarian or development programmes.
• Proven ability to manage complex data systems and oversee external evaluation consultants.
• Fluent in French and English.
• Strong understanding of gender‑responsive data collection and social accountability mechanisms.
