Clean Cooking Expert – National Program (Lomé, Togo)

About the role

The Clean Cooking Expert will strengthen the technical capacity of Togo's National Energy Compact Implementation Unit to accelerate the rollout of the national clean cooking programme. The role involves cross‑cutting support across all relevant projects and portfolio components.

Key responsibilities

• Support the operationalisation and accelerated implementation of the National Clean Cooking Programme, updating plans and recovering delayed milestones.
• Recommend technical standards and quality requirements for equipment, ensuring alignment with international benchmarks and national energy‑transition goals.
• Develop and structure supply and distribution chains, identifying technologies best suited to urban, peri‑urban and rural households.
• Design financing mechanisms and business models, including targeted subsidies, carbon‑credit schemes and instalment payments.
• Build partnerships with private‑sector stakeholders, manufacturers and distributors to advance clean‑cooking objectives.
• Contribute to awareness campaigns, design monitoring dashboards and produce technical reports.

Required profile

• Master’s degree in energy, environment, sustainable development, process engineering or related field.
• At least 7 years of experience in clean cooking, household energy or energy‑access programmes, with proven delivery of improved‑cookstove or biogas projects.
• Experience working with technical and financial partners such as the World Bank, AfDB, AFD or Clean Cooking Alliance.

Required skills

• Strong knowledge of clean cooking technologies and standards (ISO/TC 285, stove testing protocols, Clean Cooking Alliance standards).
• Expertise in carbon finance mechanisms, voluntary carbon markets and subsidy schemes.
• Understanding of procedures and requirements of World Bank, AfDB, GEAPP and similar energy‑sector partners.
• Ability to design awareness and household behaviour‑change campaigns.
• Excellent analytical, technical writing and communication skills for diverse audiences.
